1. Position: Water and Habitat Field Officer
Location: Bijapur (Chhattisgarh)
Starting date: January 2012

General Information

Water and Habitat is a young department of the ICRC's delegation in India. Water and Habitat (WatHab) engineers plan projects to solve the issues requiring environmental, civil, and social engineering skills, negotiate with local authorities and firms regarding project implementation, supervise the execution of the projects, and handle all aspects of their administration.

Function description:

In her/his capacity as Water and Habitat Field Officer, s/he will:
• Manage a water, sanitation and hygiene project in 10 schools of Bijapur district;
• Advise the Water and Habitat team members on all aspects related to social engineering;
• Supervise technically the implementation of all hygiene promotion activities in the district.

Duties and responsibilities linked to the position

Context understanding and integration

Establish and maintain close links with WatHab stakeholders at project level; Maintain a constant dialogue with the ICRC Chhattisgarh team members and with external interlocutors to develop a broad, deep, and updated understanding of the ICRC areas of intervention; Continuously monitor public health conditions of population, and its access to water, hygiene and sanitation facilities within areas of intervention in coordination with others operational departments.

Operational management of WatHab project

Implements the result-based Water and Habitat project management framework; Ensures that the WatHab project is implemented in an integrated manner with other ICRC’ departments in terms of planning, resource allocation & shared objectives; Define the project implementation’ modalities in coordination with her/his supervisor; Monitor the project relevance and adequacy; Respond proactively to lessons learnt.

Logistic, financial & administrative management of WatHab program

Establish the project procurement planning with logistic; Contribute to and follow-up material orders; Under the authority of her/his supervisor, manage tender processes in collaboration with logistic and administration departments, and elaborate and manage contracts; Organize the project' financial follow-up.

Human Resources Management

Organize, coordinate and directly contribute to reinforce his team members' technical capacities; Conduct annual staff appraisal exercises for the field-based team.

Representation & Coordination

Present ICRC identity to all WatHab interlocutors; Actively participate to internal meetings conducted at Sub-Delegation level; Communicate on WatHab findings and lessons learned with her/his colleagues, direct supervisors and other ICRC departments; Maintain a close collaboration with logistic and administrative departments to respect procedures, anticipate needs and solve operational difficulties; Conduct regular meetings with WatHab project stakeholders.

Institutional and internal reporting

Contribute to the Weekly Operational Report; Create and transmit monthly activity Report; Provide all necessary ad hoc reports and record Minutes of Meetings

Qualifications / knowledge / experience

• Indian National strongly committed to provide relevant assistance to vulnerable populations.
• Abilities to interact, coordinate, and be genuinely interested in other ICRC’ departments’ activities.
• Graduate degree and proven track record of at least 5 years of experience in the fields of social engineering, water supply, sanitation, and project management. A previous experience of managing educational program in schools will be considered a strong asset.
• Excellent written and oral communication in English & Hindi
• Good analytical skills
• Good negotiation skills, able to establish and maintain a trustful dialogue with his interlocutors
• Good computer literacy (MS Office working knowledge) is essential.
